In a recent development, the Orissa High Court has directed the President of the Odisha Council for Medical Registration (OCMR), Bijay Kumar Mohapatra, to devise a method for identifying fake allopathic doctors. The President has been asked to submit an affidavit outlining this method by March 27. The two-judge bench of Chief Justice Chakradhari Sharan Singh and Justice M S Raman issued this directive during a hearing on Tuesday.

Mohapatra, in response to a previous direction, assured the court that he would consult with the National Medical Commission and the commissioner-cum-secretary of the health & family welfare department before presenting a concrete suggestion. As part of the ongoing process, a database of registered allopathic doctors by OCMR is being prepared, with 31,355 doctors currently registered. However, the scrutiny of their certificates and other details is still underway.

The High Court emphasized the need for a method that would allow even illiterate individuals in remote areas to differentiate between genuine and fake doctors. The court was addressing a Public Interest Litigation (PIL) filed by the Odisha State Legal Services Authority, which prompted the scrutiny of surveillance mechanisms to identify fake doctors within the state.

Additionally, the court expressed dissatisfaction with the affidavit submitted by the state government and requested further information on the proposed surveillance mechanisms. The bench also stressed the importance of creating a comprehensive online database of medical practitioners accessible to the public to verify the authenticity of healthcare providers. This initiative aims to curb the prevalence of fake doctors in the state’s healthcare system.

The court’s directives underscore the crucial role of regulatory bodies in ensuring the quality and authenticity of healthcare services provided to the public. By implementing robust surveillance measures and database systems, the authorities aim to enhance transparency and accountability in the medical profession.
